A team that steers excellence.

Dov Halpern established hms Group (Halperin Consulting Group) in March 1992 and was its CEO until 2017 when he handed over the reins to his son, Michael. Under his leadership, hms became the leading figure in Israel in the area of IT systems for the financial sector. Currently Dov actively engages as hms Group chairman.
Dov Halpern is a CPA and an industrial management engineer who is renowned for his expertise, experience and acumen in computer science and IT. He possesses a proven track-record of being able to seamlessly integrate business workflows and IT system processes, particularly in financial, banking, and capital market systems. He is thoroughly familiar with the Israeli financial regulatory array and has over the years led numerous projects in the public sector which have had a significant impact on macro aspects of the Israeli market.
In 1983, Dov, together with the CPA firm Kesselman & Kesselman (now renamed PwC Israel), cofounded Kesselman Management Services Ltd. (Now merged into PwC) and has been its managing partner until hms was incorporated in 1992. Prior to that, Dov held various senior executive IT positions in the Israeli banking system.
A large part of Dov’s core beliefs and life’s mission is his deep commitment to giving back to the community. In 2002, together with Varda, his wife, he co-founded “Bridge-For-Youth”, a non-profit association which goal is to empower at-risk youngsters, by providing them with training, education and apprenticeship until they successfully graduate from the education system and are recruited into military service in the IDF, or into national service, thereby opening the doors for them to successfully integrate into Israeli society.

Michael has been CEO of hms Group since 2017. Prior to assuming this role, he dealt with risk management, core banking and business development within hms. As part of this, he was involved in the acquisition and merger of Proceed into the group and has led a breakthrough core banking project and the development of other areas of activity. He currently has overall responsibility over configuring the group’s strategy and goals, and executing these together with hms’s management team of professional leaders.
Michael believes that “Whatever you can do, or dream you can do, begin it. Boldness has genius, power, and magic in it. Begin it now” (Goethe), and this is also the motto that has guided his life over the years, both as a graduate of the Israeli Naval Officers Academy, a captain in the Israeli Navy, as the head of the commanders training program at the Israeli Navy’s School of Advanced Naval Command, and in his professional life today.
Michael has a bachelor’s degree in law (L.L.B) and in business administration (B.A.), specializing in finance, from Reichman University. He also holds an Executive MBA (EMBA) from the Kellogg-Recanati executive program in Tel Aviv University and Northwestern University in Chicago. He is a certified IT systems analyst and a member of the Israeli Chamber of Information Technology, as well as a member of the Israel Bar Association.
In his spare time, Michael likes reading Sci-Fi and business books, and enjoys hiking and sailing.

In his role as deputy CEO, David assists the CEO and senior management in promoting hms’s vision and goals, whilst placing particular emphasis on professionalism and on leading by personal example.
David has overall responsibility over a wide range of multidisciplinary projects in core banking systems, financial systems and securities systems, including characterization, implementation and actual maintenance of complex solutions. He is also in charge of all marketing and business development activities within hms, and of creating strategic collaborations with providers of solutions in core banking.
David believes in applying a transparent and collaborative management style and works tirelessly to implement this professional vision.
David joined hms in 1997 and is a CPA with a bachelor’s degree in Accounting and Economics and a master’s degree in Business Administration (MBA) in International Marketing and Management, both from Tel Aviv University. He is also a certified IT systems analyst.
In his spare time, David is a volunteer captain in the Israel Police and enjoys mountain biking.

Gila manages the EPM Division at the company. She joined hms in 1995 and has a vast experience in project management and in the provision of advanced EPM advice in the field of IT systems, including in systems for budget and control, for performance assessment, and more.

Merav is joint head manager of the Insurance and Long-Term Savings Division, as well as of the Financial Innovation Division.
She is responsible for strategic development of promoting innovation, management of innovative projects, and for promoting and implementing innovative products and processes for a variety of clients. Her responsibilities require an overall view of both the technological and business aspects. Additionally, Merav has many years of experience in the field of long-term savings. This includes guiding the Tax Authority through the Pension Clearinghouse project, drafting regulations, carrying out data cleansing and assisting in enforcement measures taken against players of the long-term savings market.
Merav joined hms in 2000 and has a bachelor’s degree in mathematics and statistics from the University of Haifa and a master’s degree in business administration, specializing in IT systems, from Bar Ilan University. In her spare time she enjoys swimming.

Merav Abramovich
Head of Financial Innovation and Long-Term Savings Divisions
Haim is one of the pioneers in the field of business continuity in Israel and leads this field at hms, alongside managing the information security and cyber security division at the company. Haim is a multidisciplinary technologist and architect. He is highly experienced in risk management in a variety of fields, and an expert in strategic planning and in developing methodologies and complex models.
Haim joined hms in 1993 and in the past has acted as advisor to various financial organizations and management boards, governmental institutions, medical and industrial bodies etc. (assuming the role of a board member in some of them).
Haim is undoubtedly a force to be reckoned with in all matters relating to strategic planning and the setting up of solutions in the spheres of technology and operational continuity in governmental bodies and in most of Israel’s large companies and organizations.

She is also holder of a certification in CISO (Chief Information Security Officer), a course held at the Technion’s Foreign Studies Unit, a CISM (Certified Information Security Manager) certification from ISACA (The Information Systems Audit and Control Association) and is a graduate of a computer programming course from the School of Computer Training at IDF’s Computer and Information Systems Center (MAMRAM).

Hila Shitrit Cohen

Shlomi has been hms Group’s Chief Finance Officer since joining the company in 2006. He regards this role to mean having the responsibility to perceive the big picture: looking back at the past, confronting the present, and ultimately seeing into the future.
In his view, the ultimate goal of a chief financial officer is to assist in maximizing the value of the organization whilst being aware of the overall financial aspects, including the significance of any agreements signed with subcontractors, company employees, various financial entities, etc.
Shlomi is a CPA and has a degree in business administration, with a specialization in Finance and Human Resources. In his spare time he is an avid fan of sports (watching as well as playing), and enjoys playing beach volleyball, running and more.

Jenny is head of Outsourcing & IT Placement Division, and manages all outsourcing carried out by the company, with a special emphasis placed on the government and public sectors.

Jenny Shatc
Head of Outsourcing & IT Placement Division
Eyal is the Head of hms’s Security Division and also serves as the system administrator of “NATIV”. He is responsible for managing security operations and for carrying out system admin of “NATIV”, overseeing the system’s software development, marketing, and implementation in leading security organizations both in Israel and worldwide.
With more than 30 years of experience in various security organizations throughout his career, Eyal has held senior management and field positions at the Ministry of Defense, in the security industry and at the Israeli Security Agency (in the National Unit for the Protection of Personnel and Delegations), at Israeli international embassies and at Israel’s national airline, EL-AL.
Eyal is a big believer in the motto: “The best way to predict the future is to simply create it”, and in doing this whilst standing firm and focusing on the goal.
Eyal joined hms in 2023, and holds a bachelor’s degree in History of the Middle East. In his spare time he enjoys practicing Judo and volunteering at “Hashomer HaChadash” (a social-educational organization assisting farmers and ranchers to safeguard their land).

Chen heads hms’s Regulation and Public Policy Centre of Excellence, which forms part of the Governance, Risk, and Compliance (GRC) Division.
She leads a team of consultants specializing in policy processes and strategic projects executed in the public sector. She acts professionally and creatively in order to provide clients with optimal solutions to fit their unique challenges.
Chen joined hms in 2022. She is a CPA, holding a master’s degree in Public Policy from Tel Aviv University.
In addition to her extensive activity at hms, Chen is a mentor in the Social Enterprises course devised by the Public Policy Department at Tel Aviv University.

Eyal is the Head of hms’s Security Division and also serves as the system administrator of “NATIV”. He is responsible for managing security operations and for carrying out system admin of “NATIV”, overseeing the system’s software development, marketing, and implementation in leading security organizations both in Israel and worldwide.
With more than 30 years of experience in various security organizations throughout his career, Eyal has held senior management and field positions at the Ministry of Defense, in the security industry and at the Israeli Security Agency (in the National Unit for the Protection of Personnel and Delegations), at Israeli international embassies and at Israel’s national airline, EL-AL.
Eyal is a big believer in the motto: “The best way to predict the future is to simply create it”, and in doing this whilst standing firm and focusing on the goal.
Eyal joined hms in 2023, and holds a bachelor’s degree in History of the Middle East. In his spare time he enjoys practicing Judo and volunteering at “Hashomer HaChadash” (a social-educational organization assisting farmers and ranchers to safeguard their land).

Chen heads hms’s Regulation and Public Policy Centre of Excellence, which forms part of the Governance, Risk, and Compliance (GRC) Division.
She leads a team of consultants specializing in policy processes and strategic projects executed in the public sector. She acts professionally and creatively in order to provide clients with optimal solutions to fit their unique challenges.
Chen joined hms in 2022. She is a CPA, holding a master’s degree in Public Policy from Tel Aviv University.
In addition to her extensive activity at hms, Chen is a mentor in the Social Enterprises course devised by the Public Policy Department at Tel Aviv University.

Aviram is the holistic product manager of the CWay system at hms and is responsible for product development and for managing the customer service for this product. Before his current role, Aviram carried out a variety of positions within hms and has over the years gained extensive experience in managing complex projects and in system analysis in banking, credit and data migration.
Aviram joined hms in 2004 and has a bachelor’s degree in Economics and Business Administration from Beer Sheva University, and a Master’s degree in Business Administration with specialization in Finance from Bar Ilan University.

The “Adopt an IDF Unit” – a project also known as “Ametz Lochem” is a unique initiative which fosters a collaboration between combat units, business companies, and donors from Israel and abroad. "Bridge For Youth"

The “Bridge For Youth” is a non-profit organization established in 2002 by Varda and Dov Halpern, chairman and founder of hms. The association’s mission is to provide equal opportunities to underprivileged teenagers, and to reduce the dropout rate of those teenagers who are classified as being “at risk”, focusing on those who demonstrate motivation and determination to succeed in life.
