Dov Halpern established hms Group (Halperin Consulting Group) in March 1992 and was its CEO until 2017 when he handed over the reins to his son, Michael. Under his leadership, hms became the leading figure in Israel in the area of IT systems for the financial sector. Currently Dov actively engages as hms Group chairman.
Dov Halpern is a CPA and an industrial management engineer who is renowned for his expertise, experience and acumen in computer science and IT. He possesses a proven track-record of being able to seamlessly integrate business workflows and IT system processes, particularly in financial, banking, and capital market systems. He is thoroughly familiar with the Israeli financial regulatory array and has over the years led numerous projects in the public sector which have had a significant impact on macro aspects of the Israeli market.
In 1983, Dov, together with the CPA firm Kesselman & Kesselman (now renamed PwC Israel), cofounded Kesselman Management Services Ltd. (Now merged into PwC) and has been its managing partner until hms was incorporated in 1992. Prior to that, Dov held various senior executive IT positions in the Israeli banking system.
A large part of Dov’s core beliefs and life’s mission is his deep commitment to giving back to the community. In 2002, together with Varda, his wife, he co-founded “Bridge-For-Youth”, a non-profit association which goal is to empower at-risk youngsters, by providing them with training, education and apprenticeship until they successfully graduate from the education system and are recruited into military service in the IDF, or into national service, thereby opening the doors for them to successfully integrate into Israeli society.
